[vorbis] new winamp plugin

http://www.blorp.com/~peter/in_vorbis_test.zip - it contains most of stuff
you have been asking for. Could somebody verify if live streaming works in
this build ? It would take forever to test it through my connection and I
want to put new version on Winamp.com.
