[vorbis] bitrtate peeling and lossless compression

I wondered if there might be a scheme of lossy+lossless compression for audio
that:

was bit-rate-peelable and

where a difference between the highest fidelity lossy compression and the exact
information might be computed and losslessly compressed and

the total size of the lossy compressed information + compressed difference from
'true' would be similar to that of a plain lossless encoding.
