That happens if you give the URL `foo=bar&amp;name=fred' to your
browser. But if you put <a href="cgi?foo=bar&amp;name=fred"> in an
HTML file, the browser will interpret the HTML sequences and use the
URL `cgi?foo=bar&name=fred' (just try it).
