Well if beta4 sounds good to you at 192kbps, then use it.
Next beta version (or RC1?) will sound better, but those
improvements will probably be more audible at lower
bitrates like 160,128,...  Anyway, if you're planning
long-term storage, then I would suggest re-encoding
when official 1.0 version comes out.
