It's not so much overkill for on demand systems.

And reliability isn't really an issue for RTSP. RTSP is basically HTTP
for media.  It's sent over tcp, and so is inherently reliable at the
protocol level.

Once you start broadcasting, realserver generally does this on a
separate channel from the rtsp one, sometimes over udp, somtimes over
multicast, but almost always over tcp :)
