I've already talked privately with Moritz about the issue...

AFAIK, HTML requires &amp; (so that, e.g., " can be used for "
in URLs), and while many browsers (apparently including other
versions of lynx than the one I have) accept a simple & that's not
part of a &foo; sequence as standing for itself, using &amp; should
be safer.
