[vorbis] need feedback on OGG info page

As far as I understood all that license stuff, only the decoding
routines have been moved to BSD ... to enable game companies to use
vorbis playback in proprietary software. Noone will ever have to make
the encoder closed-source, so the BSD license isn't needed there and
GPL/LGPL ensures that Vorbis encoders stay free.

Did I get this right?
