[vorbis] DVD 5.1 surround -> ogg ?

OK, the capability to have more than 2 channels is definitely a good
thing.  But then my next question is:

Is it possible to take an ogg file or stream and losslessly strip or
mix it down to fewer channels (without decoding/encoding)?

For example, a server wants to have the capability of streaming 5.1,
4, 2, or 1 channels, but without having to encode multiple ogg files of
the same audio.  I see this as being much like bit peeling: start with
one ogg file with highest quality and channels, and strip down for less
capable audio hardware or stream rates.
