[vorbis] Winamp plug-in tag editor bug

Not only oggenc / -b192. It seems to mess up with my encoders at low
bitrates as well (dunno exact conditions, but got fixed so I don't care).
I'll try to get the plug-in to Winamp setup ASAP so everyone who downloads
new Winamp will get the fixed version.
