Er, _can_ stream on fixed-rate channels. You just use less of the 
bandwidth when you don't need it all.

Why would you want to control the output file size, except to know the 
maximum size that it would be ? Ok, you might want to have an extremely 
accurate progress meter for the user downloading a file which is being 
produced on-the-fly, but I think they'll live with a couple of percent 
either way, no ?
