[vorbis] YAVTS (yet another vorbis test stream)

A friend of mine is experiencing the exact same thing with that Digitally
Imported stream announced earlier today (or yesterday, YMMV). He's using
Winamp 2.76 & Win2K on an Athlon 900 & 256 MB, over ADSL.
This happens with the latest plugin, as well as with the beta4 one.
