Thought so - it didn't even make sense that the "feature-complete" version
on vorbis.com couldn't encode as low as the release candidate.  Still, I
don't think it will do us any harm ... cept I think we should take the
xiph.org winamp plugin off there if it's been discontinued.  I still see
people grabbing it from there and then telling me that streaming isn't
working.
