Well constant bitrate means that it is that particular rate all the time,
regardless of the sound being encoded. Average bitrate means that the
bitrate will average out to be that particular rate rather than being it
all the time. So an encoder doing average bitrate encoding can save bits
on easy to encode sounds (e.g. silence) and use these for more difficult
sounds. An encoder using a constant bitrate will still have to allocate as
many bits to silence as everything else.
