[vorbis] Questions about bitrates

The lowest bitrate at ogg is 112 kbit (VBR).
If you want to get a smaller file, you have to
downsample the original wav file (44khz to 22 khz).
(the ogg encoder doesn't do this)
On the higher bitrates you get better quality,
but the difference is little...
Try to encode a wav file (not an mp3), and maybe
then you will hear the difference...
