Lame 3.88 worked fine with -V1 and weighs in at about 142kbits/s average, 
but, indeed, chokes at anything lower, or filters it out. oggenc seems to do 
pretty much the same thing at any bitrate (maybe it's a little less 
pronounced at 350). 

This listening test stuff is fun :-) Where can I get copies of the standard 
test samples, like castenets and so forth?
