[vorbis] OGG commandline decoder

I use Windows and Winamp. When I want to decode encoded file to wav, I simply use Winamp's disk writer... Howw accurate it is? I guessed it realizes a perfect, digital conversion, maybe I'm wrong. What does Ogg123 offers?
