[vorbis] vorbis & open music

[Jack Moffitt]

The EFF is attempting to develop a similar Free Music License.  I think
it would be a good idea to make LICENSE one of the standard comment
tags.

Also, maybe a LICENSEURL for a pointer in case the license isn't a well
known one.
