[vorbis] beta 4 frozen

The libs (ogg, vorbis, vorbisfile and vorbisenc) are now frozen for
beta 4.  The only changes to be made to the libs before beta 4 tagging
and release are bugfixes.  No additional feature or optimization
changes will occur past this point.

Tool maintainers should their CVS mainline code into release shape as
soon as possible, please.
