[vorbis] Announce: VCE v0.1.1

Hi All,

I have released VCE v0.1.1. It is primarily a bug fix/cleanup release. I
recommend all users to upgrade (It's only a 50k download).

VCE is still lacking UTF-8 support. This is planned for the next release. I
have already got UTF-8/unicode working on my Windows 2000 box. I just need
to get Win 95/98/ME to work.

VCE needs an icon. If anybody has a good icon, design, or idea please let me
know.

What is VCE?
VCE is a simple dialog based application that can edit the comments in
Vorbis (.ogg) files. Vorbis files can store a list of comments. Each comment
is made up of name/value pairs. VCE allows the addition, removal,
modification and reordering of the comments.

Here are the changes:
 - Double clicking the name now puts it into the modify state.
 - Dialog box is centered.
 - Name and Value edit boxes are cleared when the tag is added.
 - Open/Save/Revert state fixes.
 - Comments that don't comply with the "TAG=value" form are prefixed with
"COMMENT=".
 - Comment info is retrieved using the vorbisfile routines.
 - Replaced FILE based calls in favour of HANDLE based calls.
 - Various other small bug fixes and cleanups.
 - Compiled with 2001/02/09 vorbis snapshot.
 - Uses a hacked version of vcedit.c 1.5.
