[vorbis] vorbisfile: ov_time_seek ov_time_seek_page

hi

working on vorbisfile api i noticed that the seeking functions:
ov_time_seek_page
ov_time_seek

does'nt like to get 0 as a argument for seeking back to the beginning of the bitstream

imho would be nicer to have the 0 passed to those functions working like a
ov_pcm_seek(&vf,1)

besides that i have to congratulate with the xiph developers for the quality of oggvorbis, i
got realtime file seeking much faster on ogg files using the *really simple* vorbisfile
library than on mp3 files using the xaudio api.
