Alternativley, I contributed once support for DJGPP and I think it should
still work with rc2 and cvs (the vorbis-tools in current cvs are fully
usable, aren't they?).  The good thing in DJGPP over cygwin is that DJGPP
understands dos-styled pathnames (D:\path\file) and cygwin needs
/cygdrive/d/path/file which won't work well with e.g. batch files.  Does
anybody want pre-compiled binaries?  Note that they might get a little
problematic on win2k (it has problems DJGPP progs).
