[vorbis] Different average bitrates on different machines

What libs ?
As far as I can tell, the win32 cli binary is statically linked to the
vorbis routines and the only external libaries that are dynamically linked
are kernel32.dll and msvcrt.dll.
I will redo my tests to check to see that I have not screwed up in any way.
