Not entirely true.  I believe that the floating point stuff can be
different for different implemenations.  This probably doesn't result in
a noticeable different, as it's likely only to be a few bits, but I do
believe that it will give different results.  

Were this is a fixed point coder, it would bit bit-for-bit regardless of
compiler I believe.

I wouldn't be surpised if the output were slightly differnet for linux
and windows.  But I'm sure that this persons problem is his oggdrop
defaulting to a lower mode than he thought.
