[vorbis] PROPOSAL: Sub-Tagging

This does not seem correct. The proposal is only adding *optional
structure*. If you don't need it, just use the COMMENT tag alone, or
whatever pleases you most.

<p>Come on now, guys, even if the guy is a little outspoken sometimes, that
doesn't mean there's no merit in his proposal.

And I don't see him as this people control freak either.
