[vorbis] Different average bitrates on different machines

As a matter of interest:
The same short test wav encoded using copies of same OggEnc copied between
machines.
1. OggEnc compiled from the CVS (downloaded a couple or three weeks ago -
fixed at target 128 kbps) from a GUI wrapper
('reports' refers to the return on completion of OggEnc):
Athlon 1200 Win98SE - reports
