[vorbis] VorbisExt 0.3.1 released

Hello All,

For those who are interested, I have released VorbisExt 0.3.1. It is a
bugfix release. I recommend all users upgrade.

Get it from http://www.ozemail.com.au/~spitsw/VorbisExt/

Changes:
 - Handles vcut files correctly.
 - Handles badly chained files better.
 - No longer required to build with patched vorbis libs.
 - Uses modified vcedit.c/h version 1.12.
 - Linked with vorbis libs 1.0rc2.
