When encoding from the original.

You could have just then encoded to the lower bitrate of mp3, or transcode
mp3->lower bitrate mp3 and get better quality for the same bitrate.

You'd probably be better off going mp3->lower bitrate mp3. 

Yes, Vorbis is a vastly superior format, but there is a high cost in
transcoding, especially with such vastly different codecs.
