Actually, they don't. Some share. But many do, and the reason for
this is usually that each app has different requirements for plugins,

Sure, all Windows apps would then be able to play Ogg Vorbis,
but then what if the Winamp people want the plugin to create
its own configuration widget and about box ?

Life, sadly, isn't 0s and 1s ;)
