Yes. Vorbiscomment does this. It may or may not work, and isn't really
supported. There's going to be a real program (instead of an ugly hack) to
do this and more.
If you're using windows, then vorbiscomment won't work. Someone has written
support for displaying and editing comments in winamp, but hasn't actually
sent the code to anyone yet, so it's not available.
