[vorbis] Graceful degradation of signal

Eric's reply was pretty darned complete.  I'll mention that Vorbis does support
what Eric described as 'peeling' where one can quickly manufacture lower
bitrate streams from a high bitrate stream (without a decode/reencode process).

Vorbis does not, however, implement error correction or redundancy in the 
stream.  A lost packet is a dropout.
