Er, this is what I get for not procmailing lists separately. :)

Check out the vorbis-dev list where this is all being hashed out right
now.  The short answer is that there is a short comment field early in 
the file stream, and right now it's defined to be a list of UTF-8 strings
with US-ASCII printable character field names.  Field names are arbitrary
but certain standard names have been suggested.  Field names are also 
case insensitive.

This is barely even written in sand, much less stone.
