[vorbis] Video codecs

Video is only in the 'playing around' stage; jack at icecast.org was the person 
most actively playing.  I'm pretty sure Jack is listening.  Hey Jack...

(BTW, we all often hang out on #mp3encoder at openprojects.net; come say hi if 
you want something a bit more intereactive than email.  If things get too 
busy, or the mp3 people get resentful, we'll make a seperate #ogg)
