Yes it can.  The slightest optimization difference (eg, gcc 2.8 or egcs 2.95) 
could appear to 'fix' the bug.

The most reliable test would be to inspect the glibc headers in use and look
for the broken version or parse the code.  The most reliable *fix* (short of
eliminating the broken libcs) is to disable the inlining feature entirely.

...which is still distributing the broken version it would seem.
