[vorbis] Artist and title info

Actually, artist and track info can be stored in a file, and if it's present 
I know that at least the WinAmp plug-in can read and display it.  It's 
really just a matter of the encoder storing the information in the comment 
header.

Under Windows, my ripper (http://xtractor.sourceforge.net/) does store the 
track info in .OGG files.  I don't know of any applications that can add the 
info after the fact, although it should definitely be possible.
