[vorbis] Alpha version of Ogg Vorbis encoder?

Well, there's encoder_example - that was pretty much portable, other than a
couple of very minor things (fixes for which have been in CVS for a few
weeks now, though). None of the other encoders exist for windows yet,
though, to my knowledge.

There are binaries from earlier today up here (this contains the winamp
plugin and encoder_example.exe)
