[vorbis] Why the 128kbit max?

It isn't.

The current testing range and the default modes we're working on are up to 
128kbps *per channel*.  Vorbis can go as high as it wants to; many of the 
early developers will remember when our only available mode was 1400kbps 
because the psychoacoustics weren't online yet :-)
