[vorbis] hardware ogg vorbis decoder

If I might add, I don't believe that there is a need for a hardware
implementation.  If MPEG-2 VIDEO "D1" *encoding* can be done in real-time on
a 700 MHz Pentium III, Vorbis encoding and decoding should be able to be run
on the same or lesser hardware unless you are thinking of a portable
recorder/player.  If there is interest in a portable player/decoder I would
suggest TI DSPs, they are cheap, low power and should be powerful enough for
Vorbis decoding (unless it is as complicated as DV Video decoding).
