[vorbis] WinAmp Plugin with HTTP Streaming Support

That could be due to the CloseHandle that I removed. I don't know. I didn't
do much else to the original source other than use the latest vorbis libs
and add HTTP support.

Thanks to Chris Moeller we now have a 62KB version available. My version was
182KB! He compiled with mingw32 and compressed the resulting DLL with UPX -
http://upx.tsx.org. He also add a SetThreadPriority to improve performance
on slower machines.
