Not only dolby, but perhaps everyone using the format also, like mp3...
..it is up to their imagination what they finally do with it..
..but their current statement is "they haven't decided"... 

Personal opinion.. they are just a business, and they have various 
business opportunities... ..why not go for the easy ones first..  ?

They probably have their hands full for a while collecting the easy
money.. and in so doing, they are funding legal fees to go after people
that will require trial.

Not exactly, they are saying Atrac's implementation
relies on technology they hold patents on..
..in at least a number of countries in the world 
(clearly not all).
