[Vorbis-dev] ogg segmentation

Hi,
I have started working on ogg vorbis encoder recently. Ogg stream is
structured by dividing incoming packets into logical segments. I have two
questions regarding this.
1) What is the need of segmentation?
2) Why segmentation is performed in size of 255 bytes only? why not more or
less than that?
