It's possible to run Vorbis at any sample rate you like from about
8kHz upwards. (At 8kHz sampling, you're probably better off using
Speex rather than Vorbis.)

It might be easier to run it at 44.1kHz, as converting from 48kHz to
44.1 and back is a common problem to which there is likely to be a
standard DSP solution.
