[Vorbis-dev] Can someone provide win32 binaries for vorbis-tools 1.2.0?

Cool.  Thanks a bunch.  Can you try compiling vcut too?  It's still
not enabled by default in the compilation rules, but we might as well
provide a binary in case people want to test it.

I guess I can pull a NSIS installer (send the binaries my way) and
then we just have to put a link to the files in the downloads page.
