Update.  Apparently oggenc has never accepted Vorbis as input.  I have
not found any code that seems to deal with it, I have tested oggenc
from 1.1.1. and it cannot do anything with Vorbis, and --help does not
mention Vorbis as a format allowed on input (it does mention Ogg
FLAC).

Well, I guess I'll go ahead and do a third RC.
