Good question, I picked up its application to Ogg
around here.  I believe it has been mainly used
for streams which aren't pure 1 A + (1 V).  This
includes situations like multiple concurrent audio
streams or A/V with OggMNG overlays.  Maybe the
requirements/allowances for handling muxed and
unrecognised streams mean this is not an issue.
