It's a bounty open by Xiph for a good long while now.  Status isn't
good.  Although, Vorbis can do multi-channel, quality as far as I've
heard is pretty bad.

You could look in the MIT library for audio engineers, I suppose.  The
more important thing you'll need is probably proper equipment for
testing.  At least, according to what Aoyumi-san (developer of aoTuV)
told me.
