IIRC, this was discussed in the context of Theora fairly recently as well.
Mid-November 2006 had a thread titled "Theora in Matroska." cross posted to
ogg-dev, among others.

A couple of the mplayer/ffmpeg devs wrote up a (partial?) RFC[1] around 30
Jul 2006, though I don't know if it was ever brought to Xiph's attention.
Probably makes for interesting reading for this discussion, though I haven't
read it lately myself.
