Okay. Recently I switched everything over to UTF-8 here and it was only 
after I checked google that I realised that the #'s in the tags were not 
an indication of a problem with my terminal, font, environment variables 
or anything else local. I've applied the patch here of course, but since 
then I've seen 3 people be equally unsure of their own grasp of UTF-8 
due to this very same reason :-)

Vorbis comments are by far the most common source of accented characters 
on my HD meaning it was a rather unfortunate bug...
