You will need:

 From the ogg folder: libogg1.1.2
 From the vorbis folder: libvorbis1.1.0 and vorbis-tools1.0.1

The vorbis-tools download contains the reference tool set which you may 
find useful.

The above are the latest formal releases, but you may wish to use the 
code from the trunk which is the latest and is declared as safe.
