[Vorbis-dev] question regarding floor values

hello, 

i have a question concerning the encoding of the floor-values in file floor1.c function floor1_encode.
there is a paragraph with following comment:
/* generate the partition's first stage cascade value */
what exactly is the meaning of these values? are they part of the floor-curve? if yes where did they came from, if no what are they good for?
