I think for the most part it's harder because on windows, there's already a 
bunch of stuff that works and is easier to use/already well known how to use 
and/or has better support and/or is more likely to run out of the box on a 
windows 98 install, superiority of format is only a secondary concern.

And the willingness of the average windows coder to touch C with said 10' 
pole ;)
